1. To make the spicy oil, heat the oil in a saucepan over high heat. When the oil is barely smoking, add the crushed chiles and salt. Turn off the heat and cover. Allow the oil to cool to room temperature. Strain into a small glass preserving jar. (Discard the bits of chile.)

2. Bring a pot of water to a boil and cook the noodles according to the package instructions until tender, 3 to 4 minutes. Drain, then rinse the noodles under cold water to prevent them from cooking further, until they are cold to the touch. Set aside to drain well.

3. Heat the vegetable oil in a wok. When the oil is barely smoking, add the scallions, garlic, and minced chiles. Stir-fry for a few seconds, then add the carrots, cabbage, bell pepper, and mushrooms. Stir-fry over high heat for 3 to 4 minutes, until the vegetables are just tender.

4. Add the noodles, soy sauce, 2 tablespoons of the spicy oil, and salt and pepper to taste. Toss to coat and serve!
